presumptive income regime<\/strong> where their declared taxable income is lower than the amount determined under the relevant tax provisions.<\/p><p dir=\"auto\" data-start=\"3000\" data-end=\"3257\">This system should not be confused with the general rules on deemed living expenses relating, for example, to residential property or vehicles. It specifically concerns the determination of a minimum taxable income arising from individual business activity.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div same time, the minimum presumptive income rules <strong data-start=\"3614\" data-end=\"3659\">do not apply during the first three years<\/strong> following the commencement of the taxpayer\u2019s 2026 tax year, the advance tax payment remains at <strong data-start=\"4002\" data-end=\"4009\">55%<\/strong> of the income tax arising from business activity.<\/p><p dir=\"auto\" data-start=\"4061\" data-end=\"4218\">At the 2026 Thessaloniki International Fair, a further reduction of the advance income tax payment from <strong data-start=\"4165\" data-end=\"4203\">55% to 50% as of the 2027 tax year<\/strong> was announced.<\/p><p dir=\"auto\" data-start=\"4220\" data-end=\"4313\">If enacted as announced, the change will therefore be reflected in tax returns filed in 2028.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f85b806 elementor-widget elementor-widget-heading\" data-id=\"f85b806\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Presumptive Taxation of Sole Proprietorships: What Applies in 2026?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-82f92cd elementor-widget elementor-widget-text-editor\" data-id=\"82f92cd\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"4387\" data-end=\"4542\">Income from individual business activity is currently subject to a system establishing a <strong data-start=\"4476\" data-end=\"4510\">minimum presumptive net income<\/strong>, which may reach up to \u20ac50,000.<\/p><p dir=\"auto\" data-start=\"4544\" data-end=\"4728\">The basic component used in the calculation is linked to the annual amount of the statutory minimum wage and increases depending on the number of years the business has been operating.<\/p><p dir=\"auto\" data-start=\"4730\" data-end=\"4927\">Following the increase in the statutory minimum wage to <strong data-start=\"4786\" data-end=\"4813\">\u20ac920 as of 1 April 2026<\/strong>, the corresponding annual reference amount used in official examples for the 2026 tax year stands at <strong data-start=\"4915\" data-end=\"4926\">\u20ac12,880<\/strong>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-fe3ea63 e-flex e-con-boxed e-con e-parent\" data-id=\"fe3ea63\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-1cef4ff elementor-widget elementor-widget-heading\" data-id=\"1cef4ff\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 apply during the first three years following the initial commencement of business activity.<\/p><p dir=\"auto\" data-start=\"5115\" data-end=\"5184\">During the fourth year, the relevant amount is reduced by two thirds.<\/p><p dir=\"auto\" data-start=\"5186\" data-end=\"5236\">During the fifth year, it is reduced by one third.<\/p><p dir=\"auto\" data-start=\"5238\" data-end=\"5377\">From the sixth year onwards, the full base amount applies, together with any additional adjustments provided for under the tax legislation.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1a23b1e elementor-widget elementor-widget-heading\" data-id=\"1a23b1e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">How Is the Minimum Presumptive Income Currently Calculated?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d2fd83c elementor-widget elementor-widget-text-editor\" data-id=\"d2fd83c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"5443\" data-end=\"5545\">Under the current system, the minimum taxable income is determined on the basis of three main factors:<\/p><ul data-start=\"5547\" data-end=\"6000\"><li data-section-id=\"1wsj0g1\" data-start=\"5547\" data-end=\"5670\">The amount calculated on the basis of the statutory minimum wage and the number of years the business has been operating;<\/li><li data-section-id=\"1o1paeu\" data-start=\"5671\" data-end=\"5784\">An additional amount equal to <strong data-start=\"5703\" data-end=\"5737\">10% of the annual payroll cost<\/strong> of employees, subject to the statutory limits;<\/li><li data-section-id=\"1u0yhgp\" data-start=\"5785\" data-end=\"6000\">An additional amount equal to <strong data-start=\"5817\" data-end=\"5841\">5% of the difference<\/strong> between the business\u2019s annual turnover and the average annual turnover of businesses operating under the relevant Greek Activity Code (KAD), where applicable.<\/li><\/ul><p dir=\"auto\" data-start=\"6002\" data-end=\"6169\">Specific provisions also apply where the annual gross remuneration of the highest-paid employee exceeds the amount calculated under the general minimum-income formula.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b562e36 elementor-widget elementor-widget-heading\" data-id=\"b562e36\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What Changes Following the 2026 Thessaloniki International Fair Announcements?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bb7f685 elementor-widget elementor-widget-text-editor\" data-id=\"bb7f685\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"6254\" data-end=\"6429\">The most significant measure announced at the Thessaloniki International Fair concerns the two additional components currently used to increase the minimum presumptive income.<\/p><p dir=\"auto\" data-start=\"6431\" data-end=\"6589\">For <strong data-start=\"6435\" data-end=\"6480\">tax-compliant self-employed professionals<\/strong>, it has been announced that, from the 2026 tax year onwards, the following adjustments will no longer apply:<\/p><p dir=\"auto\" data-start=\"6591\" data-end=\"6645\"><strong data-start=\"6591\" data-end=\"6645\">1. The 10% increase based on annual payroll costs.<\/strong><\/p><p dir=\"auto\" data-start=\"6647\" data-end=\"6818\"><strong data-start=\"6647\" data-end=\"6818\">2. The 5% increase calculated on the difference between the business\u2019s turnover and the average turnover of businesses operating under the corresponding activity code.<\/strong><\/p><p dir=\"auto\" data-start=\"6820\" data-end=\"6853\">This is an important development.<\/p><p dir=\"auto\" data-start=\"6855\" data-end=\"7008\">However, the core presumptive income system linked to the statutory minimum wage and the number of years of business activity <strong data-start=\"6981\" data-end=\"7007\">is not being abolished<\/strong>.<\/p><p dir=\"auto\" data-start=\"7010\" data-end=\"7179\">Instead, the proposed changes remove the additional presumptive burden arising from payroll and turnover for professionals who meet the required tax-compliance criteria.<\/p><p dir=\"auto\" data-start=\"7181\" data-end=\"7356\">According to the Government\u2019s official presentation of the measures, approximately <strong data-start=\"7264\" data-end=\"7296\">156,000 sole proprietorships<\/strong> are currently affected by these two additional adjustments.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-50e1d57 elementor-widget elementor-widget-heading\" data-id=\"50e1d57\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Who Will Be Considered a \u201cTax-Compliant\u201d Self-Employed Professional?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e307824 elementor-widget elementor-widget-text-editor\" data-id=\"e307824\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"7431\" data-end=\"7686\">According to the measures announced and further specified by the Ministry of National Economy and Finance, professionals will need to meet a number of conditions in order to qualify for the exemption from the two additional presumptive-income adjustments.<\/p><p dir=\"auto\" data-start=\"7688\" data-end=\"7744\">In particular, taxpayers are expected to be required to:<\/p><ul data-start=\"7746\" data-end=\"8198\"><li data-section-id=\"xb3kym\" data-start=\"7746\" data-end=\"7830\">Have transmitted all required information to <strong data-start=\"7793\" data-end=\"7803\">myDATA<\/strong> for the relevant tax year;<\/li><li data-section-id=\"1n9kgfu\" data-start=\"7831\" data-end=\"7988\">Where legally required, have completed the interconnection of their <strong data-start=\"7901\" data-end=\"7935\">POS terminal and cash register<\/strong> and maintain the connection throughout the tax year;<\/li><li data-section-id=\"5mard4\" data-start=\"7989\" data-end=\"8108\">Have received no penalties from the tax administration or the Labour Inspectorate during the previous five tax years;<\/li><li data-section-id=\"q72tjo\" data-start=\"8109\" data-end=\"8198\">Have submitted all required VAT and income tax returns for the previous five tax years.<\/li><\/ul><p dir=\"auto\" data-start=\"8200\" data-end=\"8404\">If the measure is enacted on this basis, tax compliance, timely electronic reporting and proper bookkeeping will become even more important in determining the final tax liability of a sole proprietorship.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-afd9262 elementor-widget elementor-widget-heading\" data-id=\"afd9262\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Example: How Much Could the Tax Liability Be Reduced?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-28556f6 elementor-widget elementor-widget-text-editor\" data-id=\"28556f6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"8464\" data-end=\"8692\">The Ministry of National Economy and Finance has presented an example involving a sole proprietorship in the food service sector that has been operating for 15 years, employs five people and has annual payroll costs of \u20ac105,000.<\/p><p dir=\"auto\" data-start=\"8694\" data-end=\"8853\">Under the current system, the basic presumptive income of \u20ac16,744 is increased by \u20ac10,500 due to payroll costs, bringing the minimum taxable income to \u20ac27,244.<\/p><p dir=\"auto\" data-start=\"8855\" data-end=\"8898\">The resulting income tax amounts to \u20ac4,783.<\/p><p dir=\"auto\" data-start=\"8900\" data-end=\"9109\">Under the proposed new regime, provided that the business qualifies for the exemption from the payroll adjustment, the minimum taxable income would remain at \u20ac16,744 and the resulting tax would fall to \u20ac2,249.<\/p><p dir=\"auto\" data-start=\"9111\" data-end=\"9165\">This represents an <strong data-start=\"9130\" data-end=\"9164\">annual tax reduction of \u20ac2,534<\/strong>.<\/p><p dir=\"auto\" data-start=\"9167\" data-end=\"9399\">The change is particularly relevant for sole proprietorships operating in sectors such as food service and retail, where employing staff could previously result in a substantial increase in the taxpayer\u2019s presumptive taxable income.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ab9d04c elementor-widget elementor-widget-heading\" data-id=\"ab9d04c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Reduction of Presumptive Income for Businesses in Small Settlements<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3ee6a4e elementor-widget elementor-widget-text-editor\" data-id=\"3ee6a4e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"9473\" data-end=\"9740\">The current framework already provides for a 50% reduction in the minimum presumptive income for certain taxpayers who both operate their business and maintain their main residence in small settlements, subject to population thresholds and other statutory conditions.<\/p><p dir=\"auto\" data-start=\"9742\" data-end=\"9837\">At the 2026 Thessaloniki International Fair, a further extension of this measure was announced.<\/p><p dir=\"auto\" data-start=\"9839\" data-end=\"10028\">The 50% reduction is expected to apply to settlements with populations of up to <strong data-start=\"9919\" data-end=\"9938\">2,000 residents<\/strong>, while in Western Macedonia the threshold is expected to increase to <strong data-start=\"10008\" data-end=\"10027\">2,200 residents<\/strong>.<\/p><p dir=\"auto\" data-start=\"10030\" data-end=\"10139\">Settlements located in the Region of Attica are excluded, with the exception of the Regional Unit of Islands.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7ae92b1 elementor-widget elementor-widget-heading\" data-id=\"7ae92b1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What Changes for Taxi Operators?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e5df001 elementor-widget elementor-widget-text-editor\" data-id=\"e5df001\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"10178\" data-end=\"10341\">Under the current framework, a 50% reduction in the minimum presumptive income applies to taxi operators holding an ownership interest of up to 25% in the vehicle.<\/p><p dir=\"auto\" data-start=\"10343\" data-end=\"10482\">Under the measures announced at TIF 2026, the calculation is expected to become proportional to the taxpayer\u2019s actual ownership percentage.<\/p><p dir=\"auto\" data-start=\"10484\" data-end=\"10590\">For example, where a professional owns 50% of a taxi, the presumptive income would also be reduced by 50%.<\/p><p dir=\"auto\" data-start=\"10592\" data-end=\"10770\">An exemption from the presumptive-income regime has also been announced for minors under the age of 18 who hold a taxi licence, a situation generally arising through inheritance.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b892f26 elementor-widget elementor-widget-heading\" data-id=\"b892f26\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Reductions and Exemptions from the Minimum Presumptive Income<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b4c4ae7 elementor-widget elementor-widget-text-editor\" data-id=\"b4c4ae7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"10838\" data-end=\"10997\">In addition to the newly announced measures, existing Greek tax legislation already provides for reductions or exemptions for specific categories of taxpayers.<\/p><p dir=\"auto\" data-start=\"10999\" data-end=\"11281\">Among others, the minimum presumptive income may be reduced by 50% for large families, individuals with a disability of at least 67%, certain single-parent families, parents of dependent children with disabilities, operators of school canteens and other categories specified by law.<\/p><p dir=\"auto\" data-start=\"11283\" data-end=\"11448\">Special reductions also apply to qualifying businesses operating in small settlements and on certain islands, subject to the requirements set out in the legislation.<\/p><p dir=\"auto\" data-start=\"11450\" data-end=\"11652\">Women operating a sole proprietorship are also exempt from the minimum presumptive income in the year in which they give birth, adopt or become foster parents, as well as during the following two years.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d09122c elementor-widget elementor-widget-heading\" data-id=\"d09122c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Can the Minimum Presumptive Income Be Challenged?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-448c39e elementor-widget elementor-widget-text-editor\" data-id=\"448c39e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"11708\" data-end=\"11712\">Yes.<\/p><p dir=\"auto\" data-start=\"11714\" data-end=\"11777\">The minimum presumptive income is a <strong data-start=\"11750\" data-end=\"11776\">rebuttable presumption<\/strong>.<\/p><p dir=\"auto\" data-start=\"11779\" data-end=\"12037\">Where a taxpayer believes that their actual income was lower due to objective circumstances or other reasons recognised under the tax legislation, they may follow the prescribed procedure to challenge the amount determined under the presumptive-income rules.<\/p><p dir=\"auto\" data-start=\"12039\" data-end=\"12202\">In certain cases, this process may result in a tax audit and may require the taxpayer to provide detailed information regarding their financial and asset position.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-205b1f8 elementor-widget elementor-widget-heading\" data-id=\"205b1f8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What Else Was Announced at TIF for Self-Employed Professionals?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0f6da72 elementor-widget elementor-widget-text-editor\" data-id=\"0f6da72\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"12272\" data-end=\"12381\">The changes to the presumptive-income system are not the only measures affecting self-employed professionals.<\/p><p dir=\"auto\" data-start=\"12383\" data-end=\"12484\">From the <strong data-start=\"12392\" data-end=\"12409\">2027 tax year<\/strong>, the advance income tax payment is expected to be reduced from 55% to 50%.<\/p><p dir=\"auto\" data-start=\"12486\" data-end=\"12635\">In addition, a zero tax rate for income up to \u20ac20,000 was announced for taxpayers with <strong data-start=\"12573\" data-end=\"12601\">three dependent children<\/strong>, starting from the 2027 tax year.<\/p><p dir=\"auto\" data-start=\"12637\" data-end=\"12800\">This means that the measure would apply to tax returns filed in 2028 and should not be confused with the income tax scale already applicable for the 2026 tax year.<\/p><p dir=\"auto\" data-start=\"12802\" data-end=\"13008\">A zero income tax rate on income of up to \u20ac20,000 was also announced for <strong data-start=\"12875\" data-end=\"12899\">professional farmers<\/strong>, starting from the 2026 tax year, subject to the requirements that will be set out in the final legislation.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-adf871e elementor-widget elementor-widget-heading\" data-id=\"adf871e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What Do These Changes Mean for a Sole Proprietorship?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-fbb3d4a elementor-widget elementor-widget-text-editor\" data-id=\"fbb3d4a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t\t\t<p class=\"PDq2pG_selectionAnchorContainer\" dir=\"auto\" data-start=\"13068\" data-end=\"13188\">The measures announced at the Thessaloniki International Fair do not abolish Greece\u2019s minimum presumptive income system.<\/p><p dir=\"auto\" data-start=\"13190\" data-end=\"13290\">They do, however, significantly change its impact for a large number of self-employed professionals.<\/p><p dir=\"auto\" data-start=\"13292\" data-end=\"13638\">Where the tax administration already has access to detailed electronic information through myDATA, POS terminals and interconnected cash-register systems, and where the taxpayer consistently meets their tax obligations, the proposed framework would remove the additional presumptive burden currently arising from higher turnover or payroll costs.<\/p><p dir=\"auto\" data-start=\"13640\" data-end=\"13784\">For sole proprietorships, this makes <strong data-start=\"13677\" data-end=\"13783\">proper tax planning, timely electronic reporting and accurate financial management even more important<\/strong>.<\/p><p dir=\"auto\"
