What is changing in short-term rentals from 2025?
From October 1, 2025, owners offering short-term rentals will have to comply with stricter obligations, such as:

Property safety specifications: Civil liability insurance, electrician’s certificate, fire extinguishers, smoke detectors, safety relays, emergency guide, first aid kit, disinfection and pest control certificates.

Airbnb Declaration & AADE Registry: All bookings must be correctly declared on the AADE platform, along with any extra charges (cleaning, Wi-Fi, air conditioning, etc.).

Restrictions on new property registrations: From 2025-01-01 to 2025-12-31, the registration of new properties is not allowed in specific districts of the Municipality of Athens (1st, 2nd, 3rd).

New climate crisis resilience fee: A daily usage fee is introduced, which for short-term rentals amounts to €8 per day from April to October and €2 from November to March.

Failure to comply with the new rules can lead to heavy fines:

A fine of 50% of gross revenue (with a minimum of €5,000/year) if the property is rented out without the required Special Operating Signal (ESL).
