Extension until October 10, 2025, for the first 3 regimes of the Development Law – What you need to know

Extension until October 10 for the Development Law

In a significant move to strengthen entrepreneurship and boost the country’s economic development, the Ministry of Development announced a 30-day extension for submitting applications to the first three regimes of the new Development Law 4887/2022.
The new deadline is moved to October 10, 2025, thus giving businesses of all sizes more time to prepare and submit their investment plans.

What is the New Development Law?

Development Law 4887/2022 is one of the main tools of the Greek state for attracting investments and strengthening productive activity in the country. Through specific aid regimes, it offers tax incentives, financing, and grants for investment plans that meet the relevant conditions.
These regimes cover a wide range of activities, with a particular focus on industry, manufacturing, supply chains, as well as on less developed regions of the country, thereby strengthening regional cohesion and sustainable development.

Which Regimes Receive an Extension?

The extension granted concerns three main pillars of support:

1. Manufacturing – Supply Chain
This concerns investments related to the processing of goods, industrial production, as well as the support of the supply chain. Businesses in this sector can receive significant incentives for upgrading their production facilities, digitalization, and energy efficiency improvements.

2. Large Investments
A regime concerning large-scale investment plans, which have the potential to create jobs and positively impact the local or national economy. This specific regime provides particularly attractive incentives for the implementation of complex and strategic investments.

3. Special Aid Areas Regime
This concerns areas of the country that are either border regions or exhibit a lower level of development (income below 70% of the national average). The goal is to support local entrepreneurship and reduce regional disparities.

New Submission Deadline: October 10, 2025

Initially, the deadline was September 10. However, following an official request from the Economic Chamber of Greece and representatives of productive and industrial bodies, the Minister of Development, Mr. Takis Theodorikakos, decided to extend the process for an additional month.
The Information System of the Ministry of Development has been open since July 1, 2025, and continues to accept applications for investment plans from businesses that meet the specifications of the aforementioned regimes.

Minister’s Statement: “For greater effectiveness and participation”

In a relevant meeting with market representatives, the Minister of Development stated:

“This decision was taken to achieve the greatest possible effectiveness of the announced regimes. We want businesses to have the necessary time to prepare substantial and viable investment plans.”
The government aims to strengthen investment activity and attract quality investments, which will create new jobs, enhance extroversion, and transform the country’s productive base.
