The Digital Work Card 2026 framework is expanding to additional business sectors in Greece, introducing new compliance obligations for companies and employers.
According to the latest decision of the Ministry of Labour, the pilot implementation phase will begin on June 2nd, 2026, while mandatory implementation will take effect on October 12th, 2026.
The new expansion affects businesses operating in sectors such as telecommunications, employment services, cleaning services, healthcare activities and personal services.
Digital Work Card 2026: Which NACE Codes αre Included?
The first implementation phase includes the following sectors:
NACE 61 – Telecommunications
This category includes wired, wireless and satellite telecommunications activities, as well as telecommunications resale services.
NACE 78 – Employment Activities
Includes employment agencies, temporary employment services and workforce placement activities.
NACE 81 – Cleaning & Facility Services
Includes building cleaning services, industrial cleaning activities and landscape service operations.
NACE 86 – Human Health Activities
Includes hospitals, diagnostic centres, physiotherapy services and other healthcare-related activities. Medical doctors are excluded from the implementation scope.
NACE 96 – Personal Service Activities
Includes hair salons, beauty centres, laundry services, wellness activities and other personal services.
When Does Mandatory Implementation Begin?
The pilot implementation phase begins on June 2nd, 2026, while mandatory implementation for the newly included sectors starts on October 12th, 2026.
A second pilot implementation phase is also scheduled from June 29th to November 15th, 2026, covering additional sectors such as:
- Consulting services
- Advertising activities
- Office support activities
- Repair services
- Logistics and transport support activities
- Water and wastewater management
- Gambling and betting activities
