What is KEFODE in Greece?

KEFODE (ΚΕΦΟΔΕ) stands for:

Kentro Forologikon Diadikasión kai Exypiretisis – Tax Procedures and Service Centre.

KEFODE offices are centralised units of AADE that have taken over tax procedures and responsibilities that were previously handled separately by individual local tax offices.

The restructuring includes responsibilities relating to taxpayer compliance, taxpayer relations and certain registry functions.

There are currently two main KEFODE centres:

KEFODE Attica and KEFODE Thessaloniki.

AADE currently lists KEFODE as a distinct category of tax service alongside local tax offices, Taxpayer Service Units (YFE), Capital Tax Centres (KEFOK) and Assessment and Collection Centres (KEVEIS).

When did Greek tax offices change to KEFODE and YFE?

The main organisational reform was established through AADE Decision D.ORG.A 1036330 EX 2024/27-03-2024.

The reform was more extensive than a simple name change. It provided for the new structure and responsibilities of KEFODE Attica and Thessaloniki, the transfer of responsibilities and taxpayers from local tax offices, and the renaming of tax offices in Attica and Thessaloniki as Taxpayer Service Units (YFE).

Implementation was gradual.

The transition began in Attica in 2024, while the corresponding restructuring in Thessaloniki was completed later, in 2026.

When did the Attica tax offices move to KEFODE?

KEFODE Attica began operating on 17 June 2024.

From that date, taxpayers and responsibilities of Attica tax offices were progressively transferred to the new centralised centre.

The transition took place in several phases:

AADE announced the completion of this phase of the integration into KEFODE Attica on 22 July 2024.

Did the local DOY offices simply become KEFODE?

No. This is an important distinction.

Technically, the former local tax offices were not renamed KEFODE.

Instead:

Former local DOY → Taxpayer Service Unit (YFE)

while:

Taxpayer + centralised tax responsibilities → KEFODE

For example, AADE no longer presents Attica’s former local tax offices in the same way they operated before the reform. Instead, local service functions are provided through numbered Taxpayer Service Units.

This distinction explains why a taxpayer may see KEFODE Attica in myAADE even though a local service unit continues to operate in their area.

What changed in Thessaloniki in 2026?

Thessaloniki followed Attica, but the transition took considerably longer.

Although the original organisational decision in March 2024 already provided for KEFODE Thessaloniki, its implementation was postponed.

The centre officially began operating on 27 July 2026, according to an AADE announcement published on 24 July 2026.

The transition was completed in phases.

First phase – 27 July 2026

The first phase affected:

  • Kalamaria Tax Office
  • Ionia Thessaloniki Tax Office
  • Lagadas Tax Office
  • FAE Thessaloniki Tax Office

The FAE Thessaloniki Tax Office ceased operating, with its responsibilities redistributed between KEFODE Thessaloniki and the relevant Taxpayer Service Unit.

Second phase – 1 September 2026

The next phase involved:

  • Thessaloniki V Tax Office
  • Thessaloniki IV Tax Office
  • Thessaloniki VII Tax Office
  • Ampelokipoi Tax Office

Thessaloniki IV was merged with Thessaloniki V as part of the restructuring.

The implementation dates and organisational changes are reflected in AADE’s relevant decisions and announcements.

Why did AADE introduce KEFODE?

The creation of KEFODE is part of a broader transformation of Greece’s tax administration.

Under the traditional model, taxpayers were primarily linked to a specific local tax office, which handled a wide range of their tax affairs.

KEFODE handles specific tax procedures centrally.

The objective is therefore not simply to rename Greece’s tax offices, but to change the way tax administration is organised and how responsibilities are distributed between different AADE services.

Why does myAADE show “KEFODE Attica” instead of my old tax office?

If your myAADE account now shows KEFODE Attica instead of the local DOY you previously used, this does not necessarily mean that your local tax office has physically moved or that every service is now provided from a single location.

It means that your taxpayer record and certain tax responsibilities have been transferred to the centralised KEFODE structure.

Local taxpayer services may continue to be provided through the relevant YFE (Taxpayer Service Unit).

This is particularly relevant for foreign residents, international business owners and companies operating in Greece, as the name of the competent tax authority appearing in official records may now differ from the DOY name they were previously familiar with.

What is the difference between KEFODE and YFE?

This is one of the most important practical points of the reform.

KEFODE is the centralised tax centre responsible for specific tax procedures and administrative functions.

YFE, or Taxpayer Service Unit, is the new form of the former local tax office for taxpayer-service functions.

Therefore, seeing KEFODE as your competent tax authority does not mean that every matter must necessarily be handled directly by KEFODE.

What about tax offices outside Attica and Thessaloniki?
